# Veldora

> Veldora serves cleaned, linked Norwegian public data to AI agents: companies from Brønnøysundregistrene (Enhetsregisteret), public tenders from Doffin and TED (EU), linked by organisation number, addresses from Kartverket, current laws and regulations from Lovdata, exchange rates from Norges Bank, and Finnish companies from PRH. Paid per request with x402 v2 (HTTP 402, USDC on Base). No account, no API key. Failed calls are never charged.

Payments use real USDC on Base mainnet (eip155:8453). Prices are in USD per successful call.

## When to use Veldora

- Look up a Norwegian company's legal status, legal form, industry (NACE), size (employees) and VAT registration by organisation number.
- Check whether a Norwegian supplier is bankrupt, being wound up or deleted before you sign or pay.
- Find companies by name, municipality, industry code or legal form.
- Find open Norwegian public tenders by CPV code, region, deadline or buyer.
- List the tenders a given public buyer has published, by buyer organisation number.
- Search Norwegian addresses by text, municipality or postcode, or list the addresses within a radius of a coordinate (coordinates, postcode, municipality, cadastre numbers).
- Search current Norwegian laws and central regulations (Lovdata) by words in the title or text, read the table of contents of one law, or fetch the full text of one section such as § 3-1.
- Get official Norges Bank exchange rates against NOK for a day (weekends and holidays give the prior business day) or a period of up to 366 days.
- Look up a Finnish company by business ID, or search Finnish companies by name, town, company form, industry or postcode (PRH).

## When not to use

- Person data: board members, managers, owners, phone numbers, e-mail. Veldora returns none. Sole proprietorships (ENK) come without name and street address.
- Companies outside Norway.
- Financial statements and accounts. Use Regnskapsregisteret at https://www.brreg.no.
- Real-time stock or market data.
- Free bulk dumps of the full registers. Brønnøysundregistrene offers them free at https://data.brreg.no, Doffin at https://www.doffin.no and TED at https://ted.europa.eu.

## How to call

- REST: send a GET request. An unpaid request gets 402 with a PAYMENT-REQUIRED header. Sign a USDC authorization and repeat the request with the PAYMENT-SIGNATURE header. Client: @x402/fetch.
- MCP: https://veldora.no/mcp (streamable HTTP). Listing tools is free. Tools are paid per call.

## Payment

1. Send the request. Unpaid requests get 402 with a PAYMENT-REQUIRED header (base64 JSON) and the same JSON in the body.
2. Sign a USDC authorization (EIP-3009, scheme "exact") on Base (eip155:8453) for the exact amount. No ETH is needed for gas.
3. Repeat the request with the payload in the PAYMENT-SIGNATURE header.
4. On 200 you get the data and a PAYMENT-RESPONSE header with the receipt.

Invalid input is rejected with 400 before any payment is requested. Responses with status 400 or higher are never charged. Resending the same payment for the same request returns the same response without charging twice. On 409 payment_in_progress or 503 settlement_pending, retry with the same header.

## MCP

URL: https://veldora.no/mcp (streamable HTTP). Tools: get_company, search_companies, get_company_tenders, get_company_awards, search_tenders, get_tender, search_addresses, addresses_near, search_laws, get_law, get_law_section, get_exchange_rates, get_finnish_company, search_finnish_companies. A tool call without payment returns isError with the PaymentRequired object in structuredContent. Retry with _meta["x402/payment"]. The receipt is in _meta["x402/payment-response"]. The @x402/mcp client handles this.

## Command line

npm install -g https://veldora.no/cli/veldora-cli-1.1.0.tgz, then: veldora company 923609016 --dry-run (price only), or with VELDORA_PRIVATE_KEY set (USDC on Base): veldora tenders --cpv 72 --open. Refuses to pay above --max-price (default 0.01 USD).

## Data

- Companies: live from Brønnøysundregistrene, with an offline mirror during outages. Responses flag stale data (meta.stale, header X-Data-Stale).
- Tenders: refreshed daily from Doffin and TED, duplicates removed.
- Addresses: live from Kartverket, no offline mirror (503 and no charge if Kartverket is down).
- Laws and regulations: current laws and central regulations from Lovdata, rebuilt nightly (meta.as_of). Consolidated texts, not the official Norsk Lovtidend; no historical or repealed texts.
- Exchange rates: live from Norges Bank, cached for up to 10 minutes, no offline mirror (503 and no charge if Norges Bank is down). Published on business days only.
- Finnish companies: live from PRH (YTJ open data), no offline mirror (503 and no charge if PRH is down). Descriptions in English where PRH gives them.
- No person data in v1: no roles. Sole proprietorships (ENK) are returned without name or street address and are left out of name search.
- Brreg paging: page * size up to 10 000.

## Errors, limits and versioning

- Every error body is {"error": {"code", "message", "retryable", "docs"}} with Content-Type application/json. Branch on error.code. Unknown paths under /v1 return JSON 404 not_found.
- Rate limit: 120 requests per minute per client IP. Responses carry RateLimit-Policy, RateLimit, RateLimit-Limit, RateLimit-Remaining and RateLimit-Reset. A 429 also carries Retry-After.
- Versioning: the version is in the path (/v1). Breaking changes only in a new version. A deprecated version or endpoint is announced at least 90 days ahead here and in the docs, and with the Deprecation, Sunset and Link rel="deprecation" headers. Additive changes can happen anytime: ignore unknown fields.
- Markdown: any page can be fetched as Markdown with Accept: text/markdown.
